The funny thing is, Hashicorp were probably too keen to make it free. I (as of today, at least) use their cloud offering for three commercial projects (very small ones, but still). It's totally free for me. I hardly use it but it's valuable so I'd happily dump £10/month for each of my projects just to have the facility. I bet across their userbase of free tier users they could have just tweaked it ever so slightly to turn that frown upside down. So close. But no Hashibanana.
